NKR President Araik Haroutyunyan said that Azerbaijani authorities are responsible for aggravating the conflict on the contact line in Nagorno-Karabakh. A video with his statement was posted on his Facebook page on September 27 by spokesman for the Karabakh leader Vahram Poghosyan.
