Add Turkey: Cyprus blocked EU sanctions against Belarus

The EU could not agree on sanctions against the authorities of Belarus because of the position of Cyprus, which requires the introduction of restrictive measures against Turkey as well. Kosovo COVID-19 patients treated in corridors: hospitals overloaded
