Add Turkey: Cyprus blocked EU sanctions against Belarus

The EU could not agree on sanctions against the authorities of Belarus because of the position of Cyprus, which requires the introduction of restrictive measures against Turkey as well. The head of EU diplomacy, Josep Borrel, hopes that Europe will be able to come to a consensus at the summit on September 24-25, since this is a personal matter for him.
